MISSION

The CEO Council for Growth (CEO Council) leads our region forward by envisioning a stronger, more competitive community, convening decision makers, taking action, and advocating for policies and practices that strengthen our regional economy. The CEO Council is a team of more than 60 devoted business, higher education, and civic leaders from across our 11-county Greater Philadelphia community. CEO Council members are engaged advocates who are committed to innovation in business, improving regional mobility, and fostering talent as key opportunities that define our competitive advantage and drive economic growth.

Objectives

The CEO Council leverages direct engagement of leaders to advance growth and improve our competitive position by:

  • Engaging our tri-state regional congressional delegation to advocate for federal policies and investments that will support our region’s competitive advantages in innovation, talent, and transportation infrastructure while working with state and local partners to implement these opportunities;
  • Measuring our collective impact on our region’s progress on key indicators over time and relative to peer metro areas through publication and maintenance of a regional dashboard;
  • Capitalizing on regional assets to support organizations that facilitate technology adoption and bolster the community of tech workers who live, work, and socialize in the Greater Philadelphia area; and
  • Leading Greater Philadelphia’s ongoing efforts to become a global hub and geographical center of choice for talent, capital, and companies in cell and gene therapy and connected health.

  • Advocate for short- and mid-term policy priorities and investments at the federal level and galvanize the tri-state congressional delegation and key federal officials to ensure a strong and equitable economic regional recovery.
  • Create a set of regional indicators to measure and hold accountable our region’s progress against the Chamber’s Recharge & Recovery aspirations to become:
    • The new national model to learn, apprentice, and work in the jobs of the future
    • A place known for investing in and growing small Black, brown, and locally owned businesses
    • A digital community with increased digital literacy, technology, and internet use
    • The healthiest and most livable community in the Northeast
    • A top global cell and gene therapy hub
  • Improve the region’s competitive position by developing and executing the following narrowly-focused short-term initiatives:
    • Enhance the region’s pipeline of mid-level technology talent
    • Build the region’s innovation economy by making Greater Philadelphia a geographical center of choice for talent, capital, and companies in cell and gene therapy and connected health
    • Advance the region’s economic recovery with a focus on equitable and inclusive growth

As the Senior Vice President of Economic Competitiveness, Claire Greenwood is responsible for advancing the work of the Chamber designed to attract and expand companies, capital, and talent in the Greater Philadelphia region. She and her team engage C-Suite leaders from Chamber members and investors in these efforts to build on and amplify the region’s competitive advantages and accelerate equitable economic growth. They drive the work of two Action Teams (Health Care and Life Sciences and Energy), a multi-platform approach to the region’s talent and workforce challenges, and the organization’s partnerships and efforts to ensure companies Select Greater Philadelphia.

Ms. Greenwood also serves as the Executive Director of the Chamber’s regional CEO Council for Growth, a committed group of nearly 60 business, higher education and civic leaders working to make Greater Philadelphia one of the global first-tier 21st-century innovation economies. Ms. Greenwood graduated from the University of Delaware with a BA in Biological Sciences and a minor in psychology and holds a Master’s of Science in Organizational Dynamics from the University of Pennsylvania. Ms. Greenwood is a member of the Board of Directors for Campus Philly and the United Way of Greater Philadelphia and Southern New Jersey.
